Families in the Rockaways, Broad Channel, Howard Beach, Hamilton Beach, Lindenwood, and Ozone Park are being squeezed by rising costs, long commutes, unreliable infrastructure, and a growing feeling that our communities are too often forgotten. ##### I’ve spent my career helping people when government was needed most. After Hurricane Sandy, I worked with **former Assemblyman Phil Goldfeder** to help deliver resources to families rebuilding their lives. I helped launch the **first CERT team in South Queens**, worked for the **New York City Comptroller**, and during COVID helped connect communities with critical resources. ##### As a father of six raising my family here, I think about the same questions every family does. Can we afford to stay? Can we get where we need to go? Do we feel safe in our own neighborhoods? I believe we need to support law enforcement, hold repeat offenders accountable, strengthen our retail theft laws, and make sure families and small businesses are not left paying the price for weak laws. ##### I’m running because I know how to get government working for people, and because South Queens needs someone who will stand up to anyone who puts our neighborhoods last. On public safety, affordability, transportation, and getting our fair share, I’ll always put our corner of Queens first. --- ## Issues URL: https://www.pesachosina.com/issues ###### Add your eyebrow here # Pesach's Queens First Agenda Learn More Add your description here Watch Now ## Our Top Priorities Our corner of Queens faces real challenges. Pesach will: - Strengthen oversight of insurance companies through the New York State Department of Financial Services - Require full transparency and justification before any rate increases are approved - Support a **prior approval system** so insurers cannot raise rates without state sign-off - Crack down on fraud in the no-fault system that drives up premiums for honest drivers Insurance should protect families — not drain their bank accounts. #### **Holding Utility Companies Accountable** Utility bills keep going up, and families are stuck paying the price. Pesach will: - Push for stronger state oversight of utility rate increases through the Public Service Commission - Require greater transparency before rate hikes are approved - Fight for relief programs for middle-class families, not just the lowest-income brackets - Oppose unnecessary fees and mandates that raise energy costs Basic utilities shouldn’t be a financial burden. #### **Making Childcare More Affordable** For many families, childcare costs feel like a second rent. Pesach will: - Expand **childcare tax credits** so middle-class families actually qualify - Increase state support to childcare providers to create more available seats in Queens - Support tax incentives for employers who offer childcare assistance Parents shouldn’t be forced to choose between working and raising their kids. #### **Expanding Middle-Class Tax Relief** Too many families make just enough to miss out on help — but still struggle to keep up. Pesach will: - Expand the **Empire State Child Tax Credit** to provide real relief to families - Raise the income thresholds so more middle-class families qualify for tax relief - Cut unnecessary state fees and hidden costs that add up every month - Oppose new taxes that make it harder to live and work in New York If you’re working hard and doing the right thing, the system should work for you — not against you. Families across our district are feeling squeezed by rising insurance premiums, utility bills, childcare costs, and everyday expenses. Pesach Osina will fight to hold insurance and utility companies accountable, expand tax relief for middle-class families, and make childcare more affordable. Write a short blurb about an issue your campaign is highlighting. Try to keep the text a similar size between the various issue blurbs. --- ## Issues: Responsible Housing URL: https://www.pesachosina.com/issues/housing ###### Your name believes in Housing in our district isn’t one-size-fits-all — and it shouldn’t be treated that way. From single-family homes in Howard Beach and Ozone Park, to co-ops in Lindenwood, to buildings along Shore Front Parkway, every community is different. And the people who live here want a real say in what happens in their neighborhoods. Pesach Osina believes that voice should come first. #### **Protecting Community Input** Too many decisions about development are made without fully listening to the people who live here. Pesach will: - Stand with residents who want a **real say in local development decisions** - Oppose one-size-fits-all policies that override community input - Support efforts to **protect neighborhood character and prevent overdevelopment** Development should work for communities — not be forced on them. #### **Standing Up to Overdevelopment** Our neighborhoods should not be reshaped without consideration for infrastructure, traffic, and quality of life. Pesach will: - Push back against policies that encourage **overdevelopment without local support** - Ensure that any new development is **responsible, balanced, and community-driven** - Fight to make sure state resources are not used to support projects that ignore local concerns Growth should be thoughtful — not rushed. #### **Protecting Homeowners** For many families, their home is their biggest investment. Pesach will: - Strengthen protections against **deed theft and title fraud** - Support programs that help homeowners navigate complex systems like **co-ops and Mitchell-Lama housing** - Advocate for policies that protect long-term residents from being pushed out Homeownership should come with security — not uncertainty. #### **Lowering the Cost of Staying Here** Keeping people in their homes is just as important as building new ones. Pesach will: - Fight for **property tax relief**, especially for middle-class families and seniors - Support policies that make it more affordable to stay in the communities people have built their lives in Protect community input, support homeowners, oppose development that ignores local concerns, and help longtime residents afford to remain in their neighborhoods. --- ## Issues: Improving Public Safety URL: https://www.pesachosina.com/issues/publicsafety ###### Your name believes in #### **Supporting Law Enforcement** You can’t have safe communities without strong policing. Pesach will: - Advocate for **full funding and proper staffing levels** for the NYPD - Support state policies that ensure officers have the **tools, training, and legal backing** to do their jobs safely - Push for increased coordination between state and local agencies to target crime hotspots Presence matters. When officers are on the street, crime is prevented before it happens. #### **Ending the Revolving Door** **New York is the only state in the nation that does not allow judges to consider whether a defendant is dangerous** when making bail decisions. That means even when prosecutors believe someone poses a serious threat to victims, witnesses, police officers, or the public, they cannot ask for bail based on that danger alone. Pesach Osina believes this dangerous loophole must be closed. Judges should have the authority to consider the full facts of a case, including a defendant’s criminal history, repeated arrests, violent behavior, threats against victims, and the likelihood that the individual will commit another crime if released. Dangerous repeat offenders should not be allowed to walk out of court and return to the same communities they have already harmed. This is not about punishing someone before they are convicted. It is about using common sense, protecting due process, and giving judges the tools to stop clearly dangerous individuals from terrorizing neighborhoods while their cases move forward. **Pesach will fight to end the revolving door created by New York’s broken bail laws. Criminals who repeatedly threaten innocent people, attack police officers, target small businesses, or commit violent crimes should face real consequences**. Public safety must come before policies that make excuses for repeat offenders and leave law-abiding families to pay the price. #### Fighting Shoplifting **Families should not have to pay the price for lawlessness**, and small businesses should not be forced to treat everyday products like they are luxury items. Across our communities, people see the problem every time they walk into a pharmacy, supermarket, or local store. Shampoo, conditioner, deodorant, baby formula, medicine, and **basic household goods are locked behind glass** because retail theft has become too common and too costly. That is not normal, and it should not be accepted. As Assemblyman, **Pesach Osina will support legislation to lower New York’s felony retail theft threshold**. If someone walks into a store and steals, **there must be serious consequences**. This policy is not about criminalizing poverty. It is about stopping organized retail theft, protecting workers, defending small businesses, and restoring quality of life in our neighborhoods. When theft goes unchecked, prices go up, stores close, workers are put in danger, and families are left paying more for the basic items they need. Pesach’s plan will focus on: - Lowering the felony threshold for retail theft. - Creating stronger penalties for repeat offenders and organized retail theft rings. - Giving prosecutors and law enforcement the tools they need to hold criminals accountable. - Protecting store workers from harassment, threats, and violence. #### **A Serious Commitment to Safety** This isn’t about politics. It’s about people. Pesach Osina is focused on **safer streets, real accountability, and practical solutions** that make a difference in everyday life — not slogans. Because feeling safe in your own neighborhood shouldn’t be a question. It should be a given. Every family deserves to feel safe in their neighborhood. Pesach will support law enforcement, fight to hold repeat offenders accountable, strengthen laws addressing organized and repeat retail theft, and work to ensure small businesses, workers, and families are protected. --- ## Issues: Resiliency & Emergency Preparedness URL: https://www.pesachosina.com/issues/resiliency-emergency-preparedness ###### Your name believes in For Pesach Osina, resiliency is not just about building stronger infrastructure. It is about making sure government shows up when families are in crisis. Our district is surrounded by water and has too often been the first hit and the last helped. Pesach saw that firsthand after Superstorm Sandy, when families, seniors, homeowners, and small businesses were left waiting for the support they needed to recover. Working with Assemblyman Phil Goldfeder, Pesach helped secure food and medical resources for local residents after Sandy. He also helped connect families with critical support during the pandemic. Pesach’s commitment to emergency preparedness began long before Sandy. After the September 11th attacks, he helped launch the local Community Emergency Response Team, known as CERT, to train residents and strengthen neighborhood readiness. These experiences shaped Pesach’s belief that government must prepare before disaster strikes, respond quickly when families need help, and stay until the job is done. That message is also at the center of his resiliency campaign plan. ### Pesach will fight to: **End the cycle of being first hit and last helped** Demand faster emergency response, stronger coordination between agencies, and real accountability when government falls short. **Strengthen coastal and flood protections** Invest in dunes, seawalls, bulkheads, drainage systems, sewers, tide gates, storm barriers, and other protections our coastal communities need. **Speed up delayed resiliency projects** Push agencies to complete long-promised projects and stop forcing neighborhoods to wait years for basic protections. **Expand emergency preparedness and CERT programs** Give residents the training, equipment, and information they need to safely help their families and neighbors during an emergency. **Protect homeowners, tenants, and small businesses** Expand access to grants, low-interest loans, flood-proofing assistance, repairs, recovery programs, and storm-hardening improvements. **Improve storm communication and evacuation planning** Create clearer emergency alerts and stronger evacuation support for seniors, people with disabilities, families without transportation, and residents in flood-prone areas. **Secure our fair share of funding** Fight for city, state, and federal resources so outer-borough coastal communities are no longer overlooked or left behind. **Pesach knows resiliency means preparing before the storm, responding when families need help, and staying until every community has recovered.** Strengthen coastal protections, speed up resiliency projects, improve emergency planning, and ensure our communities receive the resources they need before, during, and after emergencies. --- ## Issues: Fighting Hate URL: https://www.pesachosina.com/issues/fighting-hate ###### Your name believes in #### **Fixing a Broken Reporting System** Right now, the system is confusing and fragmented. Victims can report incidents to different agencies — NYPD, District Attorneys, the Office of Hate Crime Prevention, the Human Rights Commission — but there’s **no clear coordination between them**. Too often, people are turned away or their experience isn’t properly recorded. Pesach Osina will fight to: - Create a **unified, interagency reporting system** so incidents are tracked and shared - Standardize definitions so victims aren’t dismissed because their case doesn’t “fit” - Improve transparency so communities know what’s actually happening If something is reported, it should count — and it should be acted on. #### **Supporting Victims Where They Are** For many people, reporting hate isn’t just difficult — it feels impossible. Pesach Osina will: - Fund and expand **Hate Crime Navigators** — trained professionals who help victims report incidents and access services - Ensure support is **language-accessible, culturally competent, and community-based** - Partner with local organizations to build trust and increase reporting People are more likely to come forward when they know someone is there to help them through it. #### **Protecting Every Community** Fighting hate means protecting everyone. Pesach Osina is committed to making sure every community — Jewish, Black, Latino, Asian, Muslim, Catholic, and others — feels safe, respected, and supported. Improve coordination and reporting of hate incidents and ensure victims have meaningful, accessible support. --- ## Issues: Protecting Seniors & Retirees URL: https://www.pesachosina.com/issues/seniors ###### Your name believes in #### **Protecting Pensions & Fixing Tier 6** Retirement security shouldn’t be up for debate. Pesach will: - Fight to keep **state pension systems fully funded and protected** - Work to **fix Tier 6**, which has made it harder for public workers to retire with security, by improving benefits and making the system fairer - Support policies that strengthen long-term pension stability People who serve our communities shouldn’t be penalized when it comes to retirement. #### **Lowering Healthcare & Prescription Costs** Healthcare costs are one of the biggest burdens for seniors. Pesach will: - Push to **lower out-of-pocket costs**, including premiums and co-pays - Support efforts to **bring down prescription drug prices** - Strengthen oversight of insurance providers to prevent excessive increases No one should have to choose between their health and their savings. #### **Helping Seniors Stay in Their Homes** For many seniors, staying in their home is everything. Pesach will: - Expand and protect **property tax relief programs like STAR and senior exemptions** - Advocate for additional relief for long-time homeowners facing rising costs - Support programs that help seniors age in place safely Seniors shouldn’t be priced out of the communities they built. #### **Protecting Seniors from Fraud & Abuse** Scams and financial abuse are a growing threat. Pesach will: - Strengthen protections against **deed theft, title fraud, and financial scams** - Support better enforcement and faster response for victims - Increase public awareness and prevention efforts South Queens families spend too much time dealing with long and unreliable commutes. Pesach will fight to protect the Cross Bay Bridge rebate, move QueensLink forward, and expand access to reduced transit fares for working and middle-class families. --- ## Issues: Fixing Transportation URL: https://www.pesachosina.com/issues/transportation ###### Your name believes in #### **Building QueensLink** South Queens has been a transit desert for too long. Pesach supports **reactivating the Rockaway Beach Branch through QueensLink** to bring rail service back and finally connect our communities to the rest of Queens. By using existing infrastructure, this project can deliver faster commutes, better access to jobs, and real economic benefits for the entire district. He will fight to: - Secure **state funding through the MTA Capital Plan** - Move the project forward with real timelines - Ensure the plan reflects community input and local needs Better transit isn’t a luxury — it’s something this district needs. #### **Protecting the Cross Bay Bridge Rebate** For families in this district, the Cross Bay Bridge isn’t optional — it’s part of everyday life. Pesach will: - **Protect and permanently secure the resident rebate** - Work to **codify the program in state law** so it can’t be reduced or eliminated - Ensure stable, long-term funding for the rebate - Make sure everyone who qualifies can easily access it #### **Expanding Fair Fares** Transportation costs don’t stop at tolls. Pesach will support expanding **Fair Fares** so more working- and middle-class families can qualify for reduced transit fares. Too many people are just above the cutoff and still struggling to afford daily transportation. He will fight to: - Raise income eligibility thresholds - Increase funding to expand access across Queens - Make enrollment simpler and more accessible Getting to work shouldn’t break the bank. Protect pensions, address Tier 6, lower healthcare and prescription costs, strengthen property tax relief, and help seniors remain in their homes. --- ## Issues: Supporting Veterans URL: https://www.pesachosina.com/issues/veterans ###### Your name believes in #### **Bringing Services Into the Community** Geography shouldn’t be a barrier to getting help. Pesach will fight to bring **permanent, in-district veteran services** to the 23rd Assembly District, including regular in-person clinics and mobile outreach directly into neighborhoods. He will work to: - Partner with accredited **Veteran Service Officers (VSOs)** to provide hands-on support - Offer assistance with **claims filing, appeals, and documentation** - Help veterans access **healthcare, housing, and other benefits** Real help should be local, accessible, and easy to navigate. #### **Cutting Through the Red Tape** Too many veterans are stuck dealing with complicated systems and long delays. Pesach will: - Advocate for better coordination between **state, federal, and local agencies** - Support faster processing of claims and appeals - Ensure veterans have clear guidance and support every step of the way No veteran should feel like they’re on their own trying to figure it out. #### **Expanding Access & Awareness** Some veterans don’t even realize what they qualify for. Pesach will work to: - Expand outreach so veterans know what benefits are available - Support community-based partnerships to reach underserved veterans - Make services more accessible for those facing transportation or technology barriers Bring veteran services directly into the district and make benefits, healthcare support, claims assistance, and other resources easier to access. --- ## Issues: Animal Protection URL: https://www.pesachosina.com/issues/animal-protection ###### Your name believes in #### **Stronger Laws, Real Consequences** Animal cruelty should be treated for what it is — a crime against a living being. Pesach will: - Fight to **strengthen penalties for animal cruelty and abuse** - Support laws that recognize animals as **living beings, not just property** - Close gaps that allow repeat offenders to avoid serious consequences If someone abuses an animal, it should be treated as a serious offense — not brushed aside. #### **Better Enforcement & Coordination** Laws only matter if they’re enforced. Pesach will: - Support stronger coordination between **law enforcement and animal protection organizations** - Ensure cases are properly investigated and prosecuted - Push for better reporting and tracking of animal cruelty cases Too many cases fall through the cracks — that needs to change. #### **Protecting Animals and Communities** Animal abuse doesn’t happen in isolation. Studies have shown a link between animal cruelty and other forms of violence. Taking these crimes seriously helps protect not just animals, but communities as a whole. Strengthen laws and enforcement addressing animal cruelty and hold offenders accountable. --- ## News: Headline goes here URL: https://www.pesachosina.com/news/news-1 Put your press release text here. **If you want to link an external news source,** open up the accordion for this item on the sidebar and switch the Post Publishing Setting to "Custom Link".
